To be publicly humiliated over the PA system is not something most people come to school hoping for. On the other hand, perhaps when names are aggressively read over the loudspeaker, the students who broke the rules are getting exactly what they were looking for in the first place: hardcore attention. Either way, it has an all-around negative impact on the school, and that's the biggest rule you can break.
